Can you check to make sure that UDP Port 5093 is open on the licensing server?
If the licenses are added to the license manager just fine. It may be worth while to check the lservrc environment variable that was created, and make sure that the file exists, and has the licenses in it.

Other than that, make sure that the CardExchange.ini file in the program directory of the clients are pointing to the correct license server.
Try re-installing Card Ex and pointing and the date folder again and correct license server.
