In most cases this type of MSI related installer error is due to the Driver being unable to access / write to the Windows Temp folder.
This location is required on your local PC Drive to extract files while the driver is installing.
Its possible the location is protected despite having local admin rights.
Rather than using the web-exe you could try “Add Printer” using the “bare admin files” which doesn’t use the MSI installer here:
