This '0BB9' error occurs when installation step 1 tries to remove the current driver but the printer driver is in use.
Please remove the printer driver manually as below.
1. If the 'SMART-31' printer icon is displayed in the 'Devices and Printers', right-click and select the 'Remove Device'.
2. Type 'Windows key + R' to open the 'Run' window
3. Type 'printui /s /t2' and enter.
4. Select the 'IDP SMART-31 Card Printer' on the list and driver and click 'Remove' button
5. When window is displayed, select 'Remove Driver and Driver Package' radiobutton and click 'OK' button.
6. Run DDInstall.exe and install the driver again.
